Minister Counsellor

(Consular Affairs)

Mr. Mukhtar has started his career and professional life at the National Solidarity Program (NSP) of the Ministry of Rural and Rehabilitation (MRRD) in 2004. He pursued the pathway in various development projects such as NSP and Afghanistan Rural Enterprise Development Program (AREDP) at middle and top level capacities for six years. In 2010 he started working at the Transition Coordination Commission (TCC) as the Deputy Chief of Staff and later on as Chief of Staff to the Chairman of the TCC. In 2014, he started working as Special Assistant to the President of Islamic Republic of Afghanistan until he was appointed as Chief of Protocol of the President’s office in 2016. In March 2020 he has been assigned as Minister Counselor at the Afghanistan Embassy in London. 

He obtained his bachelor degree in Business Administration from Kardan University. In addition, he attended a number of professional career development and capacity building programs of Leadership, Project Management, Peace Building and Conflict Resolution in India, Indonesia and Japan.

(Political Affairs)

Mr. Hanif Ahmadzai holds a BA in Law and Political Science from Kabul University and an MA in International Diplomacy from the University of East Angelia in the UK.

He started out his diplomatic career with MOFA in 2001. He served as a Diplomat in Brussels and twice in London. He also served twice as the Deputy Director General of the UN and International Conferences Department of MOFA including being Acting Director of the department prior to his current posting in London.

Mr Ahmadzai has also participated in three short term diplomatic training programs overseas and a number of important regional and international conferences and meetings on Afghanistan including UN General Assembly annual meetings.

He is fluent in English, Urdu as well as Pashto and Dari languages. He is married and has five children.

Abdul Khaliq Samandary holds a bachelor’s degree in Administration and Diplomacy from Kabul University. He has completed a practical training course (internship) organized by the United Nations Development Program (UNDP) in collaboration with the Civil Service Institute of the I.A.R.C.S.C in Kabul. In 2005, he was appointed as an expert in the Pay and Grading Program in the I.A.R.C.S.C

In 2008, he was assigned as a Capacity Building Manager at the Office of the President. He started his diplomatic career with Ministry of Foreign Affairs of Afghanistan in 2009 and served as a diplomat in Los Angeles. He also served as an in-charge of the visit section, in-charge of diplomatic visas at Protocol Department of the Ministry of Foreign Affairs in Kabul. He has served as the head of VIP and Representative of the MoFA at Hamed Karzai International Airport. Mr Samandary was appointed as counsellor at the Embassy of Afghanistan in London in November 2019.

Mr. Samandary has also completed five short term diplomatic and management training programs in South Korea and China. Also, he has participated in a number of regional and international conferences. Mr. Samandary is fluent in Farsi and English. He is married with three children.

Mr. Noormal is a Fulbright Scholar with an MA in Conflict Management from the US, an MBA from the UK, and a Bachelors in Academic Law from India. He is a fellow at Harvard Humanitarian Initiative and Asia Foundation Development Program.

Mr. Noormal has worked in key positions for different government and non- government organizations including the Ministry of Foreign Affairs of Afghanistan, US Embassy in Kabul, Asia Foundation, and UNDP. He has participated in several national and international meetings and negotiations on peace process, regional cooperation and security, counter terrorism, and economic development.

Mr. Sayed Mansoor Sayed, graduated from Administration and Diplomacy, Faculty of Law and Political science from Kabul University. He started his diplomatic career with Ministry of Foreign Affairs in 2000.

Work Experience

  • 2000-2004 – served at the Admin department – In charge of Protocol and visits sector of Protocol department and in charge of south Asia countries in the First Political Departments.
  • 2004-2007 -In-charge of the President visits, at the Protocol departments Presidential Palace ARG.
  • 2007-2010- Second Secretary of Afghanistan in Berlin, Germany.
  • 2010-2013- In-charge of the President meetings at the Protocol departments Presidential Palace ARG.
  • 2013-2016 – Consul of Afghanistan Embassy in Berlin, Germany.
  • 2016-2019 – In-charge of the visits & meetings sector of Protocol department Ministry Foreign Affairs.
  • Participated in two short term international diplomatic training programs in Germany and China.
  • Travelled to many countries for official visits since 2002, along with the president and as a lead advance team also participated in a number of regional and international conferences.

(Human Rights & Women International Affairs / Embassy Refurbishment

Mrs. Homaira Sadat Dashti completed her bachelors in Architecture from Kabul University and is currently pursuing her Masters in International Relations and Security from the University of Westminster – London.

Mrs. Dashti started her career at the Ministry of Foreign Affairs in 2013. She served in different administrative departments of Ministry including Procurement Department of Overseas Properties and Renovation Committees. She has worked as Cultural Affairs Coordinator and Board Member of the Afghan Women Diplomatic Association.
She is currently part of an initiative by the Embassy Magazine to create professional platform to promote networking, mentorship, advocacy, mutual support and outreach within the female diplomatic corps in London.

She has participated in many diplomatic trainings including; “Delivering Effective and Accountable Security in Transition” – ADA University of Baku, “US-China Joint Diplomatic Training Program” – Meridian International Center US and Foreign Affairs University of China, “International Relations and Diplomatic Practice” – Clingendael, Institute of International Relations – Netherlands & “Reconciliation and Peace Building” training at the University of Winchester– UK.

She is fluent in English, French and Hindi besides the Afghan national languages.

Mrs. Dashti is leading the coordination, facilitation and the renovation works of the historic building of the Embassy of Afghanistan in London.

(Defence Attaché)

Col Haroon Said Naderi is the Defence Attaché at Afghanistan Embassy in London. Besides his military career, he has a bachelor’s degree in Business Information System from Middlesex University, graduated in 2004; and a postgraduate certificate in International Security and Global Governance from Birkbeck, University of London. Col. Naderi is currently undertaking a part-time Masters’ degree in International Studies and Diplomacy at SOAS University. He speaks Persian, English, and Russian fluently.

(Deputy Defence Attaché)

Major Zikrullah Mahmoodi was born in 1971. He joined the Military High School in Kabul between 1986-1989.

In 2008, he completed his BA in English Language and Literature from Kabul University. He began his military career as an English Instructor at the National Military Academy of Afghanistan (NMAA) between 2009-2018. He also attended the Teaching Methods and Training Course at the Defence Language Institute (DLI) Texas, USA between 2010-2011. He was later appointed as a Liaison Officer for Afghan Military Officers in Texas from 2011 till 2012.

Major Mahmoodi is currently appointed as Deputy Defence Attaché to the Embassy of Afghanistan in London since Dec 2018. He is married and has four daughters and five sons. He is fluent in Persian, Pashto, English and Urdu.
